The utility division is located in the heart of City Hall. It handles the billing services for water, sewer,sanitation charges and irrigation assessments. The utility division consists of three employees: the Utility Supervisor, Senior Account Clerk, and an Account Clerk. The utility division is also the call center for City Hall and will be able to assist with most questions you have.
How To Start Service
The City of Jerome requires a new service application to be filled out in person. The items that are required are: a United States issued ID (e.g. driver's license, state ID card), a valid Social Security number and a $120.00 cash or credit deposit. All three items are required at time of application. New service is scheduled between the hours of 9:00pm -5:00pm.
After you have made one year of on-time monthly payments you will receive your deposit back as a credit on your utility bill. Bills are mailed out on the 1st of each month and due the 15th of the same month.

How To Discontinue Service
If moving out of city limits and need to disconnect service, come to City Hall to sign an Off Order Form. Otherwise we have no knowledge of you moving - and services will continue to be charged in your name as the responsible party.
The rate for water consumption is $1.48 per 100 cubic feet (748 gallons). Water usage is metered and charged based on consumption. Additionally, you are charged a base rate dependent upon meter size. The base rate is restricted for debt payment, capital reserve, and water operations. Most residential meters are 3/4"and will be charged a base rate of $17.33 per month.
The charge for wasterwater treatment is based upon water consumption. The rate is $2.80 per 100 cubic feet.Additionally, you are charged a base rate of $14.95 for sewer base fee.
During the winter months an average sewer rate is established. This average is used to discount the sewer charge for summer months to allow for outdoor usage. (e.g. sprinkling yard, washing cars, etc...)
The City of Jerome contracts sanitation services with PSI. PSI uses an automated system that requires a special trash can. Sanitation is charged at $6.33 per month. You can receive extra trash cans at $1.28 per month. If you find yourself in need of extra trash cans please contact the utility division.

Sanitation services are contracted at the business owners choice.
The utility division receives several calls every year asking how irrigation assessments are established and why residents may be charged if they don't use irrigation. These are excellent questions and will be answered in the paragraphs below.
The State of Idaho requires municipalities to offer an alternative watering system other than City potable well water during the spring, summer and fall for watering lawns, gardens, orchards, pastures, etc. Billing and assessment for city irrigation water is based on lot size or lot acreage. Confirmation on each parcel's square footage is verified with the County Assessor's Office prior to assessment. The smaller the acreage of a lot, the smaller the irrigation assessment. The Jerome City Council sets a multiplier factor each year for the first 6,250 square feet of a parcel and the remaining square footage is multiplied by a lesser factor, also set by City Council. The current 2013 factors are $.009133 for the first 6,250 square feet and $.001478 in excess of 6,250 square feet. The minimum assessment (parcels that do not have access BUT still have irrigation piped through their property) is $7.80. Whether a resident decides to use irrigation water or sprinkle their lawns with domestic water is their choice; however, the assessment must be paid or a lien will be placed against the property. It is important to note that this assessment is not a "user's fee". Per City Code 13.32.404, Assessment and Collection of Expenses:
A. The annual cost of the conveyance, distribution and apportionment of irrigation water, the construction, maintenance and repair of the irrigation works, and the charges of the North Side Canal Company, Limited, for the delivery of water from its system, shall be defrayed by assessment against each lot and parcel of land whereon irrigation water is, may be, or can be used or delivered out of the irrigation system, in proportion to the amount of water allotted to such lot and parcel of land.
If a property owner does not have access to irrigation but has irrigation piped through their property, they can request access to the irrigation line but will be assessed a higher amount based on usage. In addition, the irrigation system is the City's primary storm water management tool. Rain, snow, and flooded irrigation ditches, which eventually delivers the water to the Snake River. Without this system, flooding may be an issue after every rain storm.
Utility bills are mailed out on the 1st of each month and are due on the 15th of each month. If payment has not been received by the 25th of each month, "a delinquency penalty computed as twenty percent (20%) of any outstanding Jerome City domestic water or wastewater collection and treatment account balance". Meters are read monthly. In the event that your bill goes 40 days past due you will receive a termination notice. After receiving a termination notice you will be given 2 weeks to either pay your bill or come into the office to make payment arrangements. If neither of these are done you will be put on the shut-off list and services will be disconnected. Shut-off is the last Tuesday of each month. To have services restored, a $75.00 reconnection fee during regular business hours must be paid along with the amount due on your utility bill. If there is not a current deposit on file, a new $120.00 deposit (cash or credit card only) will be required along with the reconnect fee and past due balance. The City of Jerome offers many payment options to pay your monthly bill.

With direct pay the City of Jerome automatically debits your checking or savings account for the minimum that is due on the 15th of each month. You will still continue to receive your monthly billings on the 1st of each month with the amount being due.

In Person or Drive-Up Window/Night Drop
You can always come to City Hall or come to the drive-up window to pay your bill.
For those that are unable to make it during regular business hours there is a night drop box located under the drive up window. Please do not deposit cash in the night drop for your protection.

We accept cash, checks, and the following types of debit or credit cards: American Express, Master Card, Visa and Discover.
The City of Jerome offers level pay, also known as equal pay to those that have been on service for one year and have good payment history (defined as six months of on-time payment). Level pay allows you to make the same monthly payment each month. Level pay amounts are calculated by using the most recent years' average billings.

The City of Jerome provides a chipper service for brush and tree limbs. Service is limited depending on limb size. There is a $20.00 non-refundable charge for this service. Chipping is usually done once a week on Mondays and is dependent on the Public Works departments' workload. To request this service please come into City Hall and complete the application.
The City of Jerome provides a dump truck service for residential properties. The dump truck can be requested for any day of the week. The truck will be delivered to the desired location early on the requested morning and will be picked up the following morning. The city has 3 trucks available and are on a first come first serve basis. There is a $30.00 charge for this service. If you would like to reserve a dump truck you will need to come to City Hall and complete the application.
Do you have a family reunion, birthday party or class reunion coming up? The City of Jerome has 5 parks that are available for reservation for non-commercial use. This is a free service. Parks can be reserved any day of the week and for as many hours as needed. The 5 parks available through the City are: North Park, South Park, Sheppard Park, A Street Park and Camozzi Park. To reserve a park you must come into City Hall and complete the application.

Backflow testing is to be completed each year. Backflow testing only pertains to those that have an automatic sprinker system hooked up to a City meter.
